After installing the anniversary build of Windows 10 this week I had 72 fps in CS:GO sometimes.
A workaround was to alt+tab out and in to the game.
But now I might have found a solution which consists of disabling the game recording options from the Xbox app.
Just open the start menu, type "xbox", (login,) go to the settings on the left and disable this piece of crappy shit.
I'm not yet sure if this is truly the solution, but I'll keep an eye on it.
